Is it the same temperature in the shade as in the sun to something inanimate?

if it is 32 degrees outside and wind chill is 22 degrees does this effect some thing inanimate like a plastic pipe. Or when the weatherman says it's 90 degrees outside is that in the sun or shade?Do objects experience 'heat index'?
