Are cops allowed to do this?

Being "Mean? give me a break. Who had the illegal narcotics and concealed weapon in a back pack and who was acting like a thug gangster. The cops could have been meaner by letting the real gangs have their way with you when you got caught by them out of your subdivisons spray painting in their territory. That would have been fun to watch.
