Is My Parakeet dying? URGENT!!!?

HELP! My little budgie is fluffed up and sitting on the bottom of his cage. His eyes are closed off and on. He feels lighter. He hasn't chirped or bit me or really done anything at all all day. I have him under a lamp with 5 light bulbs and a blanket over his cage. He hasn't appeared to eat or drink all day. One of his droppings looks stringlike and is hanging from the grille. My parents won't let me take him to the vet. PLEASE HELP FAST!!! Is he sick, dying, or just stressed/tired? He's been like that since this morning. If he is dying, how much time does he have left?
