Had Prince Arthur of Wales (Henry VIII's older brother) become king...?

Would he have been King Arthur I or II? Is King Arthur of Camelot recognized in sequential numbering? Was there any other King Arthur on record before Prince Arthur of Wales? I can't think of any.
